Bug ID help please

There seems possibly a couple different stages, color is black to black/brown. Some have a visibly clear wing like the one on my finger but others have what looks like a hard shell wing or atleast a cover. They roam around for a bit but seem to settle in the preflowers. They will disperse if disturbed enough and don't seem to immediately return, they seem to fly away vs. swarm. Some individuals stay for a bit like the black and brown one (females?)

I suspected flea beetle at first but I don't think that's it cause it looks a little different to me and I don't have any visible damage. The flea beetles seemed to focus on the primrose last year, this year I am not seeing them.

In the 2nd, 3rd and 4th pics from the bottom it did look like it was munching the edge but I haven't seen any holes.
If this is what they are, they are on the very bottom of what I found for size range (2-19mm).

The ones I have experience with are about this same size (2-2.5mm) but are a black/green iridescent color and maybe a little more rounded.

Gonna hit evergreen growers up, see what they say.

Inless if u see pest pressure that’s unmanageable outdoors, are they actually doing anything bad? If there is a noitced pest pressure than def pest I’d em to get a confirm ur not shooting ur self in foot by not knowing it’s a bad bug/issue Or not ( if population is above )

i was gonnea send a email to evergreen, do that and if they can’t Id theres Other bug expert/IPM wholesalers out there who also who can do that. I just have had the best results with evergreen that’s fosure.

"Looks like you have a couple of critters here. The larger one looks like a solitary wasp of some kind – it would be more obvious if the wings weren’t covering the “wasp waist” – it is probably hunting for caterpillars. The small thing is a beetle, as you suspected. Some beetles eat fungi, some eat other insects, some eat other things or even plants. There are a vast number of small blackish beetles in the world – so long as there isn’t damage, just keep an eye on it :) Even if there is just a little leaf damage here and there – seldom a problem."

I'm not 100% sure which is which cause in real life they are all the same size until I can see them next to each other with my old eyes. Kinda assuming the wasps are the ones that are more prone to flying away.

Going back to the pest pressure thing, concern increased because their numbers increased and they seem to be focusing on one plant. So I go into information gathering mode, no need to go the nth degree just yet. The info I got tells me these bugs might not be my problem, they might be feeding on my problem. More info needed, it's been a while since I scoped em...

I think I've had this before. The main concern, at least for me and assuming it was in fact the she bug, was that they crawl right inside a bud and I'm guessing get stuck? I had like 3 buds last year where I found what looked like them inside the bud dead. Honestly didn't notice any real harm outside of watching to make sure I didn't smoke one lol. Generally if I don't see them actively harm my plants I leave them be. I still have a few aphids I've seen, but there's so many Ladybugs in the garden that I'm not concerned as of yet. I save spraying for a last resort. I have a bunch of different beetles around but only a few seem to really harm leaves. We have a strange metallic brown species that I flick off on site because they put actual holes in and another that was munching leaves, but not too bad.
