It appears as a neutral was loose, the incoming neutral overheated, they wrapped the compromised neutral with black tape and moved it to the other side.
I also see a twisted ground not attached, only twisted.
At least the grounds and neutrals are isolated,,but,,, is the box grounded?
I'm a bit under the influence at the moment but that's what I see.

I agree with Skunky's assessment.
I noticed that there are four branch circuits in the panel but only two breakers in use.
That may be by choice, or just the way the panel was hooked up.
Looks like you could add two more breakers and split up your load.
(Not that doing so has anything to do with your original question.)

I believe this ( highlighted in purple) multi-stranded wire is grounded, and attached to the neutral bus bar.

The root issue I have is this outlet. It will light the tester, but the outlet does not work. 20221007_161525.jpg


only two breakers in use.
This panel services my detached garage. As it was when I moved in , the right side is all outlets. Left side is all lighting.

I pulled the wiring down from the ceiling and installed that outlet in order to split the grow room load across two breakers.

So as it is, the only thing really drawing from that branch is the 1K HPS. It was working just fine, when used in February.

Getting chilly these days. I need to get that outlet working. I saw the char marks and I know something is amiss.

That looks like a 3 wire 240 line coming in. That scorch is on the neutral bar. I agree with skunky, that taped wire was the white wire which is the neutral/ground. Something happened to it and they taped it up (hopefully.as opposed to being a bare wire to begin with which is possible)

Which breaker goes to that plug??.
Left side.

The plug is the only draw on that breaker, everything else on that branch is switched bulbs. I believe all the sockets are empty or hold burned out bulbs

Power comes from the house. Three lines enter the garage, but one of them is exposed in the loom, it is also the cable that the other two insulated wires are supported by.
I could be wrong but I believe the taped up one is a ground cable that runs back to the house. 20221007_185618.jpg

Start with the meter in the plug check each side to ground with the meter set to ac volts and tell me what you get . Ac volts is the v to the right of the center on top of the meter

The lights may have burned something in the plug 1000w hps is a decent load on a 10a plug depending on your ballast . That blackened spot in the panel is definitely where something got hot and arcd

The 1000W is on the other circuit.
