It appears as a neutral was loose, the incoming neutral overheated, they wrapped the compromised neutral with black tape and moved it to the other side. What am I looking at ?

Left side.
The plug is the only draw on that breaker, everything else on that branch is switched bulbs. I believe all the sockets are empty or hold burned out bulbs
Try the lights?Left side.

The 1000W is on the other circuit. The lights may have burned something in the plug 1000w hps is a decent load on a 10a plug depending on your ballast . That blackened spot in the panel is definitely where something got hot and arcd
Assume the worst. ?depending on your ballast .
I can/have pulled 3000+ off that box.The 1000W is on the other circuit.
Kinda hard trying to figure out what you broke since FebÂż lolI can/have pulled 3000+ off that box.
"Can" is like a can of tomato sauce, it can hold it until it can't hold it any more.I can/have pulled 3000+ off that box.
