They're persistent little fucks, for sure!
Asexual, live birth, I think.
You could clear them down to the last one, but if you just wait a week, they'll be covering your stems again!
If there's too many for the plant, they'll morph into what look like slow fungus gnats, and spread from there.
Otherwise, they aren't very mobile, and are actually really easy to eradicate, as long as you are vigilant in your spraying practices.
The best success I had was with the garden hose, and a nozzle with a "flat", or "fan"type setting, which fans the spread out horizontally, and evenly, blasting the little bastards off.
You'll want to rotate as you spray, because they actually try to run around the branches to the dry side pretty quick.
In these cold months, I spray em in the shower.
They're easy to kill with most other insecticide oils too, if you don't have buds yet.
The key is definitely persistence with IPM though, to keep them beat back.
