Pretty sure that was hitting my town. Was called wheelchair. Used to go to a buddy's house and get all blazed up. Drove home across town about 30kph. Good stuff. LolFirst joint I held in my life (92?) was said to be "wheelchair"
When I inquired why, they told me it was because my legs would give out,,, that is some A1 peer pressure, I was sold.
I have tried that UBC chemo, ( I am not that picky) I was not blown away. Was certainly no better than what was on the street at the time, even though chemo was more expensive.

In all seriousness; The cold CAN get downright rough, but the clothing you choose matters; I have a pair of Bootys that are rated for -40 Celsius, and then you layer clothing a bit so that you keep that wind out. Those little hand warmer packs they sell almost everywhere also can help, and nothing says you can't put them in a shirt to give a boost of warm.
