It's my understanding that shipping just the seedling plant material is legal under the federal hemp bill as there is less than .3% thc in the specimen. Check out their website. They have more info on legality. I've talked to them a few times and they're very helpful and prompt. I've been 100% satisfied everytime I've used them. My regular seed runs never make it out of the 1 C. Pots I put them in until I know sex. Give it a shot.
